A heavy rainfall in Toronto on Monday caused serious flooding that effectively shut down many major roads and parts of the subway system. The more than 3.5 inches of water gathered to such high levels at some locations that some drivers had to abandon their vehicles. Some 300,000 people lost power from the storm.
